Aggiunge routing contatti per reparto con endpoint Cloudflare e Resend

Introduce selettore reparto nel form, instradamento verso destinatari dedicati via variabili ambiente e fallback al destinatario generale. Mantiene modalita dev/live e validazione Turnstile lato server.
